Foreign ministry spokeswoman Maria Zakharova said in remarks aired on Youtube: “Even during the most difficult moments...we say: we are ready for negotiations."

Previously, a White House official said: “President Biden is meeting with his national security team at the White House today and is being regularly briefed on developments regarding Russia and Ukraine.”

UK government to sanction Russia over breakaway regions decision

According to the Hill, Monday was a federal holiday, President’s Day, and Biden had nothing on his public schedule. Biden spent the weekend meeting with his national security team about Russia’s rising aggression toward Ukraine.

It should be noted that the US has threatened Moscow with harsh international sanctions if it invades Ukraine.
