Representatives of Libya's Parliament and High Council of State reached a preliminary agreement to form a unified government and establish specialized committees to address contentious issues, during consultations hosted by the Moroccan city of Bouznika.

The meeting began its work with the participation of 86 members from both councils, under the auspices of Moroccan Foreign Minister Nasser Bourita, seeking to overcome the country's ongoing political stalemate.

The draft agreement expected to be signed includes restructuring the executive authority according to Article Four of the political agreement, while forming a committee to review the selection mechanism proposed in Cairo.

The agreement devoted significant attention to security issues through establishing a committee to communicate with the (5+5) committee and support its plan to restore state control over borders and crossings, alongside discussing the withdrawal of foreign forces.

The discussions addressed financial and economic issues, stipulating criteria for fair distribution of development budgets, enhancing transparency and fighting corruption, while focusing on recovering smuggled funds and combating money laundering.

The participants required specialized committees to submit their final reports to both councils within one month of their assignment, while this track runs parallel to UN mission efforts that recently proposed a new plan including forming an inclusive advisory committee.
