Draft Statement of the Kurdish National Dialogue Conference: A Comprehensive Vision for Political Solution in Syria
Media sources have revealed the draft final statement of the Kurdish National Dialogue Conference, which is being held today, Saturday, in the city of Qamishli in the Hasaka countryside. This document reflects a comprehensive vision from the Kurdish forces for resolving the Kurdish issue in Syria, emphasizing the importance of Syrian national unity, justice, equality, democracy, and women's rights.
The draft confirms that Syria is a country of multiple nationalities and cultures, highlighting the necessity for its constitution to guarantee the rights of all components through supra-constitutional principles. It also called for the adoption of a bicameral parliamentary system that allows for political plurality and separation of powers, relying on a decentralized system that fairly distributes power and wealth between the center and the peripheries.
The draft includes the following key points:
In the Syrian National Sphere:
1. Recognizing Syria as a country of multiple nationalities and ethnicities and ensuring the rights of all components in its constitution.
2. The commitment of the Syrian state to international charters and principles of human rights.
3. Adopting a bicameral parliamentary system based on political plurality and separation of powers.
4. Ensuring a decentralized system that fairly distributes power and wealth.
5. That the name of the state and its flag reflect national and cultural diversity.
6. The neutrality of the state towards religions and the right to practice religious rituals, including recognition of the Yazidi faith.
7. Adopting a comprehensive national identity that respects the particularities of the components.
8. Achieving constitutional equality between genders in all institutions.
9. Protecting children's rights and caring for them according to international standards.
10. Reevaluating administrative divisions based on population density.
11. Recovering stolen Syrian artifacts.
12. Canceling demographic changes in Kurdish areas and securing the return of displaced persons.
13. Establishing a constituent assembly under international sponsorship to draft a democratic constitution.
14. Guaranteeing the right to express oneself and education in one's mother tongue.
15. Celebrating March 8 as Women's Day.

1. Unifying Kurdish areas as a political administration within a federal Syria.

4. Ensuring youth representation in all state institutions.
5. Recognizing the Kurdish language as an official language.
6. Establishing institutions that care for the Kurdish language and culture.
7. Ensuring Kurdish representation in governmental institutions.
8. Adopting Newroz and March 12 as official holidays.
9. Canceling discriminatory policies against Kurds and compensating the affected.
10. Restoring Syrian citizenship to Kurds who have been stripped of it.
11. Developing infrastructure in Kurdish areas and allocating a portion of revenues for their development.
Through this draft, the Kurdish forces aspire to enhance a national partnership based on justice and equality, contributing to achieving a comprehensive and sustainable vision for peace in Syria.
