Prisoner Exchange Between Syrian Security and Syrian Democratic Forces in Aleppo

The prisoner exchange and the release of detainees between the Public Security in Aleppo and the Syrian Democratic Forces (SDF) have begun, following a two-day period after an agreement was reached between the two parties.
According to the Syrian News Agency (SANA), the number of prisoners released in Aleppo, northern Syria, has reached approximately 250 individuals. SANA did not provide additional details regarding the operation or the number of prisoners from each party.
"Eneb Baladi" attempted to reach out to the public relations department of the Public Security in Aleppo to inquire about the details of this exchange, but no response was received by the time this news was released.
This operation follows an agreement made between representatives of the Presidency of the Republic and the "Civil Council of the Ashrafiyeh and Sheikh Maqsoud neighborhoods" in the northern part of the city on April 1 of this year. The agreement, which includes 14 points, stipulates a gradual withdrawal of SDF military forces from the Sheikh Maqsoud and Ashrafiyeh areas, allowing Public Security to enter these neighborhoods, in addition to centralizing weapon possession with the state.
One of the agreement's clauses, specifically the twelfth, states to "discuss the fate of detainees by both parties in Aleppo province and exchange all prisoners captured during liberation operations."
The provisions of this civil agreement take effect upon the mutual consent of the Kurdish and central Syrian parties on a permanent text.
SDF-affiliated forces have fully controlled the two neighborhoods since 2015 and have continued to maintain authority after the entry of the "Military Operations Administration" on November 30, 2024.
In the early days of the "Military Operations Administration" entering most of Aleppo's neighborhoods, sporadic clashes occurred in the area surrounding the two neighborhoods, while sniper operations from Ashrafiyeh and Sheikh Maqsoud resulted in civilian casualties.
The Syrian Network for Human Rights documented the killing of 65 civilians, including two children and two women, due to sniping by SDF forces in the vicinity of the two neighborhoods from November 30, 2024, to January 30, 2025. The neighborhoods are located in the northern part of the city and are characterized by a Kurdish majority.
