The spiritual guide of the Unitarian Muslims, His Eminence Sheikh Hikmat Al-Hajri, issued a call urging all segments of the Syrian people to participate in a comprehensive national conference, gathering representatives from all governorates to select and form working committees tasked with drafting a new constitution for the Syrian state that adopts administrative decentralization with separation of powers, to preserve state institutions, prevent the country's dismantling, and avoid directing affairs for the benefit of any particular party or group.

The spiritual guide explained that "freedom is precious, and we have emerged from under a security and party authority that spread corruption over decades, caused bloodshed, killed, displaced, and oppressed, and we are not ready to fall under any factional, partisan, religious, or special regional authority."

His Eminence emphasized that Syrians are most worthy of addressing their internal issues and shaping their desired civil state according to popular will including all Syrians of both genders, while considering principles of justice and equality, and benefiting from those with competencies and expertise.

Administrative decentralization allows distribution of powers and responsibilities between central authority and local units in governorates, where the state maintains sovereign affairs like defense, foreign policy, and currency, while governorates enjoy autonomy in managing local affairs and implementing development projects.

Global experiences in countries like Spain, Italy, and Germany have shown the success of the decentralized system in enhancing community participation, accelerating local development, and preventing decision monopolization in the capital, contributing to achieving justice in resource and service distribution among different regions, which aligns with Syrian people's aspirations to build a modern civil state.
